Presentation of the Transition pathway for Construction at the HLCF Meeting

The EU Industrial Strategy highlights the need to accelerate the green and digital transitions of EU Industry, as well as its resilience. The European Commission has co-created together with stakeholders (industry, public authorities, social partners, and other stakeholders) the Transition Pathway for a resilient, greener and more digital construction ecosystem that will be presented in this meeting.

Members of the High Level Construction Forum (HLCF) have contributed to the process of co-creation through various means: A targeted online consultation was launched following the publication of the Staff Working Document (December 2021) outlining scenarios for a transition pathway. The results of the consultation were presented in the 2nd HLCF meeting (April 2022). There stakeholders were presented with the 12 most critical topics identified in their input and were invited to agree on 4 of them to be further discussed during dedicated meetings (Q3 2022). Stakeholders chaired and attended these meetings and brought forward interesting points that supported the drafting of the transition pathway. During Q3 and Q4, more webinars were organised, to collect further input, stakeholder views and proposals. These focused on research and innovation, digital building logbooks, asbestos, and the kick-off of a dedicated workstream for a whole life carbon roadmap for buildings.

In the third HLCF meeting on 15 March 2023, the European Commission released the Construction Transition Pathway for a resilient, greener and more digital construction ecosystem.

The construction sector, hit by the COVID-19 crisis and the war in Ukraine, faces significant challenges, including fluctuations in supply and demand for materials, finished products, and skilled workforce. The Transition Pathway comes as a much-needed solution to address these issues and bolster the ecosystem's resilience.

The Construction Transition Pathway provides an in-depth analysis of the challenges faced by the ecosystem, helping stakeholders and policymakers identify areas for improvement. This paves the way for a resilient, eco-friendly, and digitally advanced industry.
Actions to be implemented by different actors are expected to involve entrepreneurs, companies, research organisations, local, regional, national and EU authorities, social and environmental stakeholders, workers and citizens and their organisations.
